Dr. Willems directed the large European project entitled Common Standards for Quantitative Electrocardiography—or CSE for short—completed in December 1990 and was published in the New England Journal of Medicine in December 1991. The CSE database is now required reading for the US Food and Drug Administration.

   President of IMIA from 1989-1992, Dr. Willems was also a Fellow of the the American College of Cardiology and the European Society of Cardiology, and head of the Department of Medical Informatics at the University Hospital of Leuven, Belgium.  The International Society for Computerized Electrocardiology’s Young Investigator’s Competition Award is named in his honor.

   Among his achievements as President of IMIA was the publication of the first Yearbook of Medical Informatics in time for MedInfo 92. This volume, he hoped, 'will stimulate our field and encourage investigators to produce work of high scientific quality and medical relevance.' IMIA also received official recognition as Non-Governmental Organization (NGO) to the World Health Organization (WHO).
